B) .1) Scope of Technical Support
 
(1) The agency can provide corporate quality and capacity developing technical support services such as training, contribution to project and program preparation, temporary assignment of expert staff, providing consultancy, lobbying activities and establishing international relations by means of its own staff or purchasing service in compulsory situations within the framework of its present facilities mainly for the planning works of the local administrations and the regional plan and program applications or the local capacity-increasing activities and for the works of the other public institutions and organizations and NGOs that can provide contributions to local and regional development in the region provided that it is subjected to fair, honest and transparent rules and it is not related to a call for proposal made by the agency itself. 
 
B) .2) Procedures and Principles of Technical Support
 
(1) The institutions that are able to demand technical support from the agency, the scope of the technical support, the terms of application and evaluation criteria are determined by the agency and announced on the website of the agency.
 
 
(2) The agency accepts applications for technical support in two-month periods. The evaluation and selection procedures of the applications for technical support received during the period are carried out by an at least three-person evaluation committee including the concerned agency specialists under the presidency of the secretary-general
 
 
(3) The applications for technical support are evaluated within ten days. The committee completes the evaluation works and submits the evaluation report and application list found suitable for technical support to the secretary-general for approval. The applicants having the right to get technical support following the approval of the secretary-general are announced on the website of the agency. In addition, the applicants having the right to get support are also sent a written notice.
(4) Within the technical support, the announcement, accepting and evaluating applications are carried out within a two-month period. The technical support activities that cannot be carried out within two months due to high demand, density or other reasons, even if they are approved, are re-evaluated by the secretariat-general by considering the workload, specialist profile and work program of the agency and the stated time can be extended.   If these applications are kept up-to-date, they are evaluated as a priority during the next period.
 
(5) The same beneficiary is provided technical support for one time during the same period and maximum two times in one year.
 
(6) Temporary specialist staff cannot be assigned more than two weeks for the same beneficiary in one year.
 
(7) The agency can provide either financial or technical support for the same project or activity. However, this provision is not valid for the guided projects intended to develop entrepreneurship and innovativeness infrastructure.
 
 (8) The technical support activities arranged by the agency are regularly recorded; they are shown in detail in the annual activity report by considering the performance of the agency and its staff.
